VOR-LOC = VHF Omnidirectional Radio Range Localizer.

TO/FR indicator: indicates whether flying selected radial would direct plane toward (TO) or away from (FR) VOR station.
Toward (TO) indicates direction to VOR station is within ± 90° of course index direction.
From (FR) indication shows that the direction to station is within ± 90° of reciprocal course index direction.
